I have integrated YAF with my own applications membership provider and each user can assign a preference to receive HTML or TEXT emails. this preference is stored in property in the main applications web.config.

If a user prefers HTML emails over TEXT, how do we use this to send out for example the PMNOTIFICATION_HTML content instead of PMNOTIFICATION_TEXT content in the file english.xml?

It automatically sends out BOTH types in EACH email. It's your users' email client that decides which to display.

A side note: mail server rates emails with only HTML body significantly higher as spam.
