is there any mod which turns yaforum to storing attachements in a database ?

also, is there any web-admin based backup solution for forum (making and restoring backups using web administration) ?

Not a mod -- it's an option in YAF. Look at the Admin->Host Settings first tab "Use File Table" and check that.
