Moderators now can invite users as admin or moderator. It is a bug or missconfiguration? i not found solution in admin settings.

When you invite moderator from Default.aspx?g=moderate, this moderator can invite others himself without you. Not only as user, how it must be, but also as moderator or admin 🙂

Someone with moderation perms on a forum could always invite a user to that forum with admin or moderator perms.
The clear distinct is that they are not turning a user into a board admin, or board moderator. It's just that particularly permission on that forum.

Whether it's a bug is debatable...

So may be it is question to place in admin config? For exemple i want give someone rights to only edit messages and delete / replace topics for one forum. Now it is hard to do ;)

May it will be usefull to make a part in configuration where admin will select rights for moderator, or may be "making moderator" - it is a question for place directly by another one columns in access rights.
