I would like to add documentation for Shoutout under forum Help topics. I mean the help page I get when I click on Help link.

How can I do that and also is there documentation for this already existing somewhere?

I am not very clear about the exact functionality behind shoutout feature. It seems like a chat feature, but then it does not allow me to select a user I want to chat with. So, it's kind of confusing.

No there is no documentation for the chat box, but yes you can add custom topics to the help pages.

The Menu Structure is defined in the ../resources/HelpMenuList.xml file. And the Content itself is saved in the language files. You can edit it directly in the Admin Interface under Admin -> Settings -> Languages -> Edit english.xml -> Select a Page -> Help_Index

Its a public chat room for all you can not chat between single users
