Functionality query (notify on topic creation)

I've been asked by a client if YAF offers the functionality to notify all users when a new topic has been created?

I can't see this option in Administration » Board Settings?

The site is running on YAF 1.9.5.5 so maybe this is available in a more recent version?

If the user is subscribed to the specific Forum the Topic was created in, they will be notified. I do know of way to force all Users to be notified of a new Topic. Sounds spammy to me, that's just me though. I don't like many emails. 😃
