Parser Error Message: It is an error to use a section registered as allowDefinition='MachineToApplication' beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS.

Tried a few different approaches, but I cannot seem to get past this error any help would be appreciated.

The error message is very clear. You need to setup the folder as application in IIS

I appreciate the response, and as much it may seem like it is clear ... it does not work. I am well-versed in setting up Virtual directories, but I have never seen this before. I have tried everything... i set up the virtual, converted it. removed it, set it up again as application, removed it, set it up as a website with a virtural directory. Nothing works. but I thank you for the response.
