Can anyone point me in the direction on how to disable Private Messaging in version 1.9.3.

Searched the documentation and this suggests that this feature is available in the hosts settings.

I've been through all the options in 'Admin' and can;t find the option.

Yes there is an Option for that in the Host Settings "Allow Private Messages" Under Host Settings -> Features -> Private Messages.
