The section:

Both of the example links are broken.

First one is dead - looks like the web site is gone.

Second one shows an access error even though I am registered in the forum.

As you can imagine this does not help someone who is installing for the first time.

Does anyone have any idea how or where this is supposed to be placed into web.config?

Example: If you have install the forum in the directory "http://www.yoursite.com/forum/yaf/" you will need to add /forum/yaf/ to web.config.

Well let's just call them "terrible instructions."

You would think these would be better on something that has been around this long.

For anyone else having this same issue -

Edit the app.config file

around line 159

Replace the word "forum" with the name of your directory where YAF is located.

PS - Best bet is to ignore the wiki install instructions and use the ones that are in the ZIP package.
