in 1.9.5.5 RTW , when I try to upload file, it looks for Uploads folder. But there is uploads. First letter is lower.

Can we change this? or we have to create new folder named Uploads , with first letter bigger.

No that is not the Problem.

I think the IIS_User needs write access to that folder
