Call me stupid but where is the ability to turn off the PM quota? Users are going mad at me since the upgrade.

When I post FP:Mek in a topic, I'm leaving my footprint there so I can track it once I get into coding/supporting. (Yes I stole this off Ederon 🙂 )

Yes, it is. In group or rank settings you can set every number you like. It takes max values from all the places.

Can't you just set to zero to turn them into unlimited?

Zero is a setting to disable them.
