Click a users profile - Moderation - Suspend User. Enter 365 days. Suspend.
You get:

Use gets the suspension, and this works fine if you do it through the Administrator Edit User suspension method. Just doesn't work the moderator way.
Am I the only person who suspends people? If someone else could try and verify this I'd be grateful.
