| Hi, I am using 1.9.1.8 version. I can see that users can create new topics under a forum. Can a user (who is not part of administrator group) create forums also under a category? If yes, how? Thanks Yogesh |

| No, ordinary users cannot. They have to be flagged as Administrator under the user edit in order to access the Admin control panel. |
