It looks like the page is named "yaf_rules.aspx", but I could not find it. Any help would be appreciated.

Got to Admin->Settings->Languages->Your Language (Click Edit) Select "Rules" under pages and click "Load Localization" There you'll be able to edit and modify the rules.
