Default Timezone for registered user profile

Hi, I'm using yaf 1.9.1 with dnn 4.9.2.

I found the timezone for all registered users are default to "(GMT)Casablanka, London" time when users are created. Is there any way I can set a default time zone to (GMT +12) for all users?

Programmatically yes, by setting proper index of the Dropdown List in PageLoad event.
