I want to make it so new topics cant be created in a particular board but replys are allowed and don't have to be moderated.

Is there a way to do it without code editing? That part confuses me :-d

As far as I know, there is no option to do this currently. Your best bet would be to have the forum be moderated and then approve the replies.
