Preventing deletion of top level messages

I am completely new to YAF and have been asked by a client to advise them on a problem they are having with this forum:

The problem is that their moderators are accidentally deleting entire threads by deleting the top level message, e.g. "Welcome to the Radiant Skin discussion. ".

Is there any way of locking these top level messages so the moderators can only delete sub posts?
