Unless I'm missing something, there appears no way for a MODERATOR to ban a user. Is there a way?

In addition, there is also no way for an ADMIN to ban a user either. There is IP block, but that's only effective for static IPs, obviously.

I've tried creating a new access mask which does not allow posting by having 'false' for all activity options - in effect a "banned" mask, but it doesn't work at all.

Regardless - we have several community appointed moderators and I'm not about to give any of them admin access.

So - how can a moderator ban a user?

We're using version 1.9.1.9. And assistance greatly appreciated.
