Been playing around some more  with v4, and I couldn't find a way to pin/sticky a topic.  Is this still a feature in version 4?  The user I'm using is both an administrator and a moderator.

Yes of course the feature still exists. and its on the same place as on previous versions. When you create/edit a topic you find the priority dropdown  below the topic subject and description

 prio.png You have insufficient rights to see the content.
