hold on - I think it's all good now my mistake - I can get this to fail locally now too

This is up and running in Azure - the cause was some binding re-assignments in the web.config that seems to have occurred during the deploy - not sure how or why but anyways - I ensure the proper web.config settings were in place and all is well.
