Users who are new to the forum appear as admin.

every user registered to the forum seems to be an administrator, normal member registration cannot be done, can anyone help me?

Is the new user assigned to the Admin Role? Or what do you mean by appear to be an Admin?

newly registered users appear to be admins but cannot access the pages where the admin is logged in, they look like admin on their profile page

I don't understand what you mean. Can you make a screen shot of that profile page?

Also are the users part of the admin role?

This user is not an administrator,

this user is not actually an admin, but on their profile page it says they are admin

This is a button, which is visible only for admin, not a label that this is a admin user. The button is a link for admins to edit that user!
