How to config it shows exact date time as yours?

Then second question, I did not assign permmission to regular register users to post an article on top of certain forum(sticky?). However they do can post articles ON TOP. And admin has no way to move it down but deleting it.

I could not find any where else setting to config it. Could anybody tell me how to config this?

Go to Host > Host Settings > Features > and disable Show Relative Time

You can change the priority of a topic when you edit any post inside the topic.
