You need an IIS Server with ASP.NET .NET installed and an SQL Server

Sorry for the late answer so. So you meet the requirements, and you have already uploaded the Files.

The next steps would be to turn the folder, where you uploaded the files in to an Application. And create a Database for the Forum. Did you ever do that?

Both steps depend on if you have direct access to the server or you only have access to the server via a Website where you can config your site.

If you have access to the server you would need to go to the IIS Manager and setup the Application, and next go to the SQL server to create the Database.

And if you only have access to the server via a Website you should be able to create the application and create the database via the Admin Interface of the Hosting provider.
