Is there a way to re-consent our current registered users to our new rules? In other words, the next time the user logs in they will be prompted with the new Rules form in which they have to consent?

Yes, it can be changed.

Administration » Settings » Languages » Edit your language file » Select a page: Rules » Load Page Localization

This would require modify the source code. The only thing you could do without modification would be to send a group email to all users letting them know that there are new rules in place.
