In the help it says :

And if the Administrator has enabled it you can change the Forum Language, Theme of the Site and the Text Editor (That is used for posting messages).

But nowhere can I find how the Administrator can actually enable this. I have tried editing board settings, forum settings, etc.

I have a forum which has both Spanish and English users and it would be ideal if the user could pick their most appropriate language.

It can be found in the Host Settings on the Permission Tab -> Allow User Change Language
