how to upload local pictures with the insert image button?

Sometimes i want to insert local pictures in my topic, but the insert image button can only insert images from the Internet.

Sometimes i want the pictures just appear at some specific location and the source does't not from the Internet ,so the attachments function can't achieve this .

the first image attachment shows how does our insert button works and the second one shows what i describe and want :oops:
