I think this was mentioned before, but can't find the topic.

Is it possible to allow "hide signatures" per user in their control panel?

You can set signature length for his Group and Rank to 0.

You should create a special Group and Rank and remove the user from other groups.

YAF takes max number from his Group or Groups or Rank.
