I have setup russian culture on my forum. But help pages not translated. Is it correct ? Can you help me set russian language for help system and error messages rapidly ?

Help system is not fully translated for all languages. If you want everything translated you need to translate it yourself! Or find someone who does that for free.

In what files I can see help system strings which could be translated ?

For Russian it is the Russian.xml in the languages folder.
