When testing a YAF install i have found that any forum marked as "Pre-moderated" will correctly show the "must be approved" message but does not then email the moderators to tell them there is one needing moderation.

It is sending the "post rejected" emails to the users and also will send password reset emails.

I have checked the board settings and the tick box for "Email Moderators On New Moderated Post:" is checked.

This is running YAF 1.9.5.5 - any ideas of other settings to check?
