Is this a bug? sometimes the tool bar appears and sometimes it does not. i have checked the app.config so many times, turning it on and off. still no effect.

thank you for your reply.

as usual, after spending hours figuring this out. i get the solution right after i post it on a forum . it not a bug. apparently my css integration was interfering with the yaf theme. (ul paddings and li margins - check these if anybody is having the same problem)
