I want to new user or Newbie can post new topic freedow and I don't need censor Their topic !

I want to make recicle bin or 1 box when User post new topic ! It is not show to top news comment !

You should use Roles, not ranks. Log in as admin. go to "Admin->Users and Roles->Roles". Now look for role(s) which has a "True" value for "Is Start".

Click "Edit". Scroll to the bottom of the page ("Access" section). Change the "Access Mask" value to "Member Access" for the desired forums.

By default, members with "Member Access" can post new topics. You can check it in "Admin->Users and Roles->Access Masks" and see if "Post" is set to True for the "Member Access" Access Mask. there, you can define access levels for any Role.

Moderating new posts is not based on user roles, It's based on forums. to change moderation: go to "Admin->Settings->Forums". Click "Edit" for the desired forum. if "Pre-moderated" is checked, clear it. click on save and that forum will not be moderated anymore.
