If I try wrap a code with generic types (like Dictionary<>) by tags, I'll get an error: System.Web.HttpRequestValidationException: A potentially dangerous Request.Form value was detected from the client. It's a standard error

It's a well known warning, so in ASP.NET 2.0 I can just put a <pages validateRequest="false" /> into web.config. Like you did. But in ASP.NET 4.0 validation changed. So you need also write <httpRuntime requestValidationMode="2.0" /> if you want to disable validation.

But my opinion is that validateRequest + requestValidationMode not a good way cause it decrease security level for a whole site. How about use workaround like posted here ?
